Do You Need a Roof Permit in San Diego?

Sometimes. A straightforward reroof inside the City of San Diego may be exempt, but structural work, certain decking changes, heavier materials, historic properties and related solar or mechanical work can trigger permits.

Fact-checked September 21, 2026 against City, County, CSLB and California Energy Commission sources.

City of San Diego

A simple reroof may be permit-exempt

The City of San Diego’s September 2026 Information Bulletin 123 says a building permit is not required when roof covering is renewed without altering the existing roof structure, including the roof diaphragm. That can cover a like-for-like reroof, but only when the project stays within the exemption.

“Roof replacement” is often used as a broad sales term. The permit decision depends on what the crew will actually remove, repair and reinstall. Replacing shingles or tile underlayment is different from replacing rafters, converting skip sheathing, adding substantial weight or removing rooftop equipment.

Important: This City of San Diego exemption does not automatically apply in Chula Vista, Oceanside, Carlsbad, Escondido or another incorporated city. It also does not govern unincorporated County property. The property address determines the permitting authority.

What changes the answer

When the City says a roof permit is required

Under the current city bulletin, a roof-covering renewal requires a permit when one or more of these conditions applies:

  • The work alters or replaces structural framing, roof sheathing or decking, support elements, lateral-resisting elements or the foundation system because of the reroof.
  • Wood shakes, wood shingles or asphalt shingles are replaced with roofing that weighs more than six pounds per square foot.
  • Existing spaced “skip” sheathing is removed and new plywood or oriented-strand board decking is installed.
  • The property is a designated historical resource or is inside an adopted historic district.

Those scopes may also require plans and structural calculations. The exact submittal should be decided before tear-off, not after a crew discovers that the written proposal and the actual roof assembly are different.

Decking work can change the permit path. The scope should state how damaged sheathing will be documented, priced and approved.

There are narrow decking exemptions

For a single-family home, duplex or townhouse, the city bulletin allows damaged sheathing to be replaced in kind without a permit when the total replaced area does not exceed 25% of the entire roof surface. It also describes an exemption when existing skip sheathing remains and plywood or OSB is installed over it, provided the new roofing and added decking together do not exceed six pounds per square foot.

These are technical exemptions, not permission to guess. Ask the roofer how the deck area and roof weight will be documented if either condition matters to your project.

A permit-exempt reroof can still have other requirements

Project detailWhat to verify
Solar panels must come offThe city bulletin says an electrical permit is required to reinstall roof-mounted photovoltaic panels.
HVAC equipment, ducts or piping are removedA mechanical or plumbing permit may be required to reinstall the equipment or connected systems.
Two existing layers of asphalt shingles or built-up roofingThe existing layers must be removed down to the roof deck before a new covering is installed.
Home or structure is in a Very High Fire Hazard Severity ZoneAdditional fire-protection rules may apply to qualifying structures.
Roof product or assembly changesConfirm Class A roof-assembly requirements and whether the California Energy Code applies.

The current city bulletin lists Class A as the minimum roof-covering classification for replacements, alterations and repairs. It also says roof replacement may trigger California Energy Code compliance. California’s 2025 Energy Code applies to permit applications filed on or after January 1, 2026. Product requirements depend on the project, roof slope, building type and climate zone, so the material name alone is not enough to confirm compliance.

County and other cities

“San Diego” is not one permit office

If the property is in an unincorporated community, the County of San Diego Planning & Development Services is the building authority. Its current Residential Re-Roof Referral Sheet asks for the existing and proposed roofing, product listing information, cool-roof information, sheathing work and whether a licensed contractor will self-certify. Structural reroofs may require an engineer’s analysis and fire-district review.

Incorporated cities operate their own building departments. A mailing address that says “San Diego” does not always mean the property is inside City of San Diego limits. Before comparing bids, identify the jurisdiction and ask for the rule or form that applies to that exact address.

Good estimate language: “Contractor will verify the authority having jurisdiction, determine required permits, identify permit fees in writing and close any required permit after final inspection.”

What to do before you sign a roofing contract

Confirm the jurisdiction

Use the property address, not the contractor’s office location, to identify the city or County building department.

Get a written scope

List tear-off layers, underlayment, roof covering, flashing, decking allowance, ventilation and any solar or HVAC work.

Ask who handles permits

The contract should say whether a permit is required, who will apply, who pays the fee and who schedules inspections.

Verify the contractor

Check the license status and classification through the CSLB license lookup.

Document deck discoveries

Require photos and written change-order pricing before hidden sheathing or framing work expands the scope.

Keep the closeout record

Save the contract, product information, warranties and any permit card or final inspection approval with the property records.

A proposal that says only “replace roof” leaves too much unanswered. For a clearer comparison, read our guide to asphalt shingle roofing, see what a roof inspection and maintenance visit can uncover, or review roof storm damage before authorizing emergency work.

Common questions

San Diego roof permit FAQ

Does every roof replacement in the City of San Diego need a permit?

No. The September 2026 city bulletin says renewal of roof covering can be exempt when the existing roof structure, including the diaphragm, is not altered. Structural work, some decking changes, heavier materials and historic properties can change the answer.

Can a roofer replace damaged plywood without a permit?

Inside the City of San Diego, limited in-kind replacement may be exempt for a single-family home, duplex or townhouse when the cumulative area does not exceed 25% of the entire roof surface. Other jurisdictions may use different procedures.

Do solar panels affect the permit?

Yes. When existing roof-mounted solar panels are removed for reroofing, the City of San Diego says an electrical permit is required for reinstallation.

Who should pull a required roof permit?

Put the responsibility in the written contract. CSLB tells consumers to check with the local building department because requirements vary. Be cautious if a contractor tells you to obtain an owner-builder permit without explaining the legal and practical consequences.

How much is a reroof permit in San Diego?

There is no single countywide price. Fees depend on the authority and project scope. Request the current fee from the building department and require the estimate to show whether permit fees are included.
